If having 21 matchups is perfect is it possible to have a "double-header" the all-star break week? If you get off to a bad start that week you are screwed and teams that aren't very good have a better chance at beating a better team. Not complaining because it was the same for everyone but just curious if that could be improved somehow.

Institute a hard salary cap / luxury tax system. Allow teams to go a little higher but make it hurt their wallet and make the pot a little bigger.
Right now we are all at a 125 mil cap. Allow teams to push 150 mill and you pay $2 for every mil you go over up to 150 mil. And allow any mil over 150 mil up to 175 mil hurts to the tune of $5
This would trigger another $50 up to 150 mil....and another $125 if you hit 175 mil

Expand the minors system gradually...allowing for the eventual ability to have a full 25-40-90 man roster setup.
Institute a trade committee. 7 GMs (taht way if 2 are involved there are still 5 to discuss/vote)
Trade Committee has there own private message thread. GMs can nominate if they wish a trade to be reviewed...done so privately to a gmail address. If lets just say 6 GMs nominate as unfair then the committee reviews/discusses the the deal. Can send the GMs back to the drawing board. If all 7 aren't involved in the deal all vote. 5 overturn votes are needed. If 1 owner is involved in the trade...6 in the TC 4 overturn votes needed. If 2 are involved in the trade...5 vote and 4 overturn votes are needed.
